Place armed guards at all schools, day cares, learning centers, and hospitals.

The reason people target schools, hospitals, daycares, learning centers, etc.... is because they know there are either kids or injured/sick persons who cannot defend themselves with the exception of teachers and doctors, who won't be able to stop an armed physcopath. Place a few armed guards at these locations depending on their size. Banning guns isn't the solution, criminals will still get guns just like they get drugs.
