Place a ban on "Outdoor" domestic cats

Cats are wonderful pets, they can be playful, cuddly, and excellent companions. People tend to want to give their cats freedom, allowing them to roam around oudoors "in their natural habitat", yet people don't seem to notice the many drawbacks of having "outdoor" cats. Animal shelters are becoming flooded with strays that are breeding profusely, often with outdoor cats, when most strays are outdoor cats that simply chose not to go home. Another issue is that they are expert hunters, and tend to prey on our wildlife. They are second only to humans when it comes to environmental damage, killing 3.7 BILLION birds ANNUALLY. Cats can be taken out on a leash, but we must contain them. It is time we stop being selfish, and think of the poor cats in shelters and suffering wildlife. Is it worth it?
