place a cap on credit card companies at 14 or 16% instead of loan sharking consumers with 29.9%

To make credit card companies lower their percentage rate with a max cap of 14% to 16%. They are taking advantage of the American people with rates as high as 29.9%
That use to be called loan sharking and was illegal but yet somehow it has become legal for these companies who make billions and trillions of dollars a year to do so. Lets make it illegal again and ease the burden they have become to all Americans.
