Place a Cap on the Tuition Rates of Publicly Funded Universities

In brief, what I propose is a nationwide cap on publicly funded universities in order to combat the rising cost of tuition. Every year, more and more young adults sign themselves up for student loans in order to further their education. These young adults are WANTING to be educated, they are wanting to learn, and colleges are taking advantage of that by continuing to raise tuition by absurd degrees.
Today's youth is being targeted for money that they don't even have. It's time to take a stand and speak out. Enough is Enough.
