Place controls and quota's on all purchases of ammunition for private use. Run a computerized national database for the types of firearms that are legally permitted for sport-hunting and or personal protection. Place restrictions on quantities and purchase dates. Record how and when munitions were used. Outlaw all forms of reloading equipment used in the manufacture of illegal munitions including gun powder, casings, and caps. Require all munition brass be returned for reloads. Sell and Treat munitions like a pharmacological narcotic. Restrict all sales on-line and at gun shows.
