Currently, the states with the encouragement of and assistance of federal law pursue these men garnishing their paychecks, seizing what little property they do have, placing them into prison, depriving them the right of free movement, along with a host of other remedies which makes these men a salve to their estranged wife or the state.
underground or even to killing their estranged wives or having someone kill their estranged wives.

This problem is in short is in desperate need of attention.
