The implementation of factory labor in countries like China while generally beneficial to local populations by providing higher wages than what people would normally have access to, still continues to falter in terms of standard working and living conditions.
This is because it is a numbers game for these companies, whereby the most profitable decision is the one that is always chosen and as of right now it is cheaper to deal with government penalties and a loss in sales from public backlash than it is to better the working and living conditions of these factories.
Making poor factory conditions the more expensive option through harsher government penalties is the only way to get through to these companies and force them to work on better conditions for workers.
