To place on hold the salaries and benefits of all of Congress and the President until a budget plan is created.

As Congress and the President fail in their duties to create a budget that promotes the benefit of ALL American citizens whether rich, poor, or somewhere in the middle, the undersigned believe their salaries and benefits should be placed on hold for an indefinite period of time until said parties can negotiate and agree upon a budget.
