Study's show more then 50% of America's live paycheck by paycheck, when every quarter count's its very hard to see fuel jump and reach $4.00 a gallon. A limit should be set on the maximum amount that can be charged per gallon for each state. A limit should be set yearly and priced based on demand in each state. The prices do not have to stay at the limit but can not go over the limit set for that year. This will help the middle class budget monthly income.
