Place severe oversight of who bear arms and arms sale without adding cost to the governement

People who would like to bear arms should: give proof of having a safe place to store them: undergo
a 2-3 psychological/FBI checks before having the permit: undergo a psychological visit every 2 years: be no younger than 26 yrs of age; wear a tag on their clothes to indicate people they are carrying a gun when in public spaces; place a sign on their home that indicates there are arms; should be fingerprinted and be placed in a special list with all their information and how many guns and what type they have and why; say immediately to who they gave their guns if they decide not to have them anymore. Arm sellers should have anyone with an inquiry fill out a form to pass to the police. Both pay an annual fee that will cover all the expenses for the government to keep those safety barriers.
