Animals are abused and neglected everyday while their abusers are cited with a charge that is not held up in court. Abusers will abuse again. The animals will die unloved, lacking even basic care and often die in horrible circumstances. They need to be represented with jail time and stiff fines. It's time to get serious about animal abuse!
