Many government agencies are pressured to spend their annual allocation of funding or utilize any excess resources by the end of the Fiscal Year (FY). This is in part due to a culture of 'use it or lose it' where the notion exists that if "I do not utilize all my assets this year, I'll appear that I can do more with less...e.g. next year's budget for any given commodity will be decreased." This mentality is especially rampant in the military (concerning ammunition and fuel), but may be found among other agencies.

Federal agencies should be run as businesses are. To that end, any savings of allocated funds should be encouraged and rewarded. Good stewardship of taxpayer dollars should be rewarded, not punished during the next FY.
