In response to the many shootings that have been occurring throughout the country President Obama and members of Congress need to work together to place stricter rules on guns in order to limit these shootings.
1) The Background Check System needs to clearly identify that the owners of guns do not have any history or crime or instability. Felons, terrorists, minors, domestic abusers, and the severely mentally ill should not have guns.
2) Punish gunrunning. Currently, gun trafficking is not a federal crime. If the trafficking of guns are limited with rules then there will be less incidents of guns ending up in the hands of the wrong people.
3) Regulate the lethality of guns. This means that there should be a ban on new assault weapons that contain high capacity clips.
