Guns don't kill people....ammunition kills people.

Whereas the Declaration of Independence provides "certain unalienable Rights, that among these are Life, Liberty, and the pursuit of Happiness.";

Whereas the Preamble of the Constitution insures "domestic tranquility" and "the blessings of liberty to ourselves and our posterity";

Whereas the 2nd amendment provides the right to "keep and bear arms" in the same section as a "well regulated militia" to protect the people against an abusive government;

Resolve that victims of gun violence also have the right to Life, Liberty, and the pursuit of Happiness as well as the blessings of liberty and domestic tranquility.

The sur-charge, whatever the amount for each round, would go to U.S. law enforcement to strengthen and enforce gun laws.
