Place a tax on customers that use plastic bags provided by stores.

Plastic bags are meant to be complimentary to customers that did not bring their own. It is not too much to ask to provide bags when they are expecting to purchase large amounts of goods. Many plastics DO NOT get recycled properly. They are shipped to Asia, where it is melted down and accounts for the large levels of smog. The oceans in some regions are more parts plastic granules than essential plankton. A small fee, perhaps 6% purchase price would reshape the way most grocery shopping is done.
