Place a tax on plastic bags, with a clause that would prevent the cost of the tax being shifted to the consumer.

Create a bill that would place a tax on plastic shopping bags. The tax would have a clause when it is introduced to the legislature stating that any corporation or business that needs to purchase plastic bags for their use may not shift the cost of the tax to the consumer, directly or otherwise. Because of the clause, it would force the corporations and business to re-examine the fiscal sense of using plastic bags and they would at least consider a more environmentally safe and friendly option for bags. This would largely reduce plastic bag litter in the city as well as across the world.
