The Federal Reserve has lent trillions of dollars to corporations at almost no cost. However, instead of growing the economy, this money is being hoarded (http://www.washingtonpost.com/business/economy/awash-in-liquidity-the-gl...). I petition President Obama to create a progressive tax on excessive liquidity held by US corporations that would then be used to fund basic science, infrastructure projects and education. An exemption would be made for the use of these funds for new hires and R&D.
