1. To enable students with disabilities - to do 8hours.
2. Because, they are so over loaded with the 12hours, and so are their services that they use, nor require to function - as well.
(...They didn't increase services, like the Disability Resource Center, when they add the 12hours, or contemplated that need, when they thought up the 12hours...)

3. So, they can get their, "full hours," as to their pell Grant needs, maybe meant.
4. So, they can function in this world, nor build a better life for them self's - thank you, so much.
(...Fairly, "just like ever one els dose," within regards to empathy and/or kindness, thus so they can live a life to...)
5. They can build a future for them self's - if given a chance.
