The Senate Filibuster is being abused and the rules around it need to be reformed. A senator can stop progress on any bill by speaking on and on and on on any topic they choose, unless 60 Senators vote to invoke cloture, there by ending the endless ramble. The result is that the minority in congress is halting any progress of a freely elected democratic government. The filibuster was designed to allow for free speech and to ensure the minority voice is heard through healthy debate. There is no longer a debate or discussion around the filibuster - it is only a means to increase the vote count from a simple majority to requiring 60 votes. Republican Senators have instituted “new math” in which 60 votes have replaced 51 votes as the required majority to pass legislation.
