Please create a progressive tax system on dividend distributions for shareholders of public companies.

While most of our tax system is built on a progressive format, which uses tiers of income level to determine higher rates (higher income pushing to a higher tax rate). Our dividend tax system however does not follow this logic in that the most wealthy shareholder pays the same tax rate on their dividend as the average retail investor.

I believe a tiered taxation system on dividends should be put into place with tax free distributions at the bottom of the scale leading to higher rates near the top. There is no reason a small retail investor who takes in $100 a year in dividend distributions should pay the same rate as a person who takes in a $1,000,000 a year in distributions.
