I am a Student in NYC and i am going to take the ELA exam and going to take the Math, Science, and S.S. I came here at Nov.2012 and still in ESL.
According to the Grades CommonCoreEnglish LanguageArts and Mathematics Tests School Administrator’s Manual, the ELL student is allowed to exempt if the student lived United States less than one year. So i didn't take the exam at 2012-2013 but going to take 2013-2014 NYS ELA Exam.
I think it is too hard for ELL learners. The Government Limited for one year to exempt to take the Exam. However, the New Comers(ELL learner) is hard to learning english in 1 year! it is not easy to learn English to meet standard CCLS in 1 year. The Government should Extend the Period of Time to exemption of Statewide Exam. Please it's hard to follow the standard for ESL
