President Obama created an executive action for reforming Legal Immigration but USCIS hasn't started any process for implementation of Executive-Action for Legal-Immigration reforms.
If this implementation (for Legal Immigration Reforms) itself takes multiple years than whole idea of executive-action gets defeated. Please fast track legal-immigration reforms while the court has a stay on DACA/DAPA related executive actions.
