Please find and jail those responsible for Rachel from Cardholder Services

Rachel of Cardholder Services is a Telecommunication Phishing Scam which uses robo calls (computer assisted telecommunications) to call thousands if not millions of people every day. These calls repeat even when requested to stop. All attempts to open an FTC file on this issue has been met with a general letter "we are doing all we can to assist in resolving this ongoing issue". Yet I and millions of others still get calls. We are registered on a non functional "DO NOT CALL" list. This will not work because Cardholder Services is not a law abiding organization. They call from a different number every time so the only solution from a telecom standpoint is to change our numbers. Please show some meaningful response by the FTC.
