Due to the bankrupt nature of the State of California and the mass exodus of businesses, a 12 ft armed wall should be built the entire length of the State and no one is allowed out ever. Those who do not wish to stay will have one year to leave. People may enter at any time, but would not be allowed to leave. They may govern themselves as they see fit but will not receive any Federal assistance of any kind as they will no longer be part of the USA.
