Also, I think we should charge the cost of processing a rape kit to the offender of the crime. This cost should also cover hair follicle testing as this is the only drug test that can detect GBL being used on a victim. These fines would offset the cost to the state after a trial, and if a guilty verdict is found. Rape kits can also determine if a person has been wrongfully charged with the crime. By determining who commited the crime, the state can recoup any financial loss.
