There is a dark part of US history involving experimentation on human subjects without their knowledge or consent. There are no laws which prohibit this unacceptable conduct. All human research is conducted with only voluntary compliance. The Distinguished Senator John Glenn attempted to close this loophole through legislation. However, this measure was not enacted into law. Consequently on-going research is conducted on human beings without their knowledge and consent still. We believe this is unacceptable. We respectfully request that President Obama issue an Executive Order prohibiting non-consensual human experimentation, and further order such conduct to be a felony, and further order that any entity involved in such experiment be liable for damages regarding this offense.
