The NCAA, President Emmert, and the entire investigation and enforcement departments need to be looked into. This group routinely lets down member schools, student-athletes, alumni and fans. The investigations are being done without regards to their own rules or impartiality. In other cases they use other groups work as their own and dull out punishment. The penalties also never actually punish those guilty as the staff and athletes are long gone by then.
Examples of their recent shortcomings:
1. Miami - this group went out of their way to illegally obtain documents that they should not have access to.
2. Penn St - used a report paid for by PSU to set unprecedented penalties that quite possibly are illegal.
3. UCLA - investigator made up her mind about an athlete before a ruling was made
