Please protect pets from irresponsible pet owners, by making it mandatory that pets get neutered/spayed.

Please protect animals and pets from irresponsible pet owners by mandatory laws in regard to spay/neutering domestic animals.
So many healthy animals die every day around the United States, due to over population and over crowding in county shelters.
Please protect these lives, by regulating how many animals are born, abused, homeless, and euthanized by simple spay/neutering policy throughout America.
This would not only save animals from an untimely death, or abuse, but also save each state millions in animal care for the amount that goes into, housing these animals, feeding them, medical costs, and then having no choice, but to resort to euthanasia.
