Implement a single payer system so all Americans have the same basic coverage, similar to our current Medicaid system. Everyone will be covered and if people want better coverage they can then buy extra coverage from insurance companies. This takes the burden from businesses and allows them to hire as many workers as they need and they won't have to limit employees to part time work.
