Cockburn's book Kill Chain is critical of drone strategy and the President. Main criticisms are:
1. Drones kill civilians. Double-tap tactics prevent people from going to weddings and funerals and are a form of terrorism.
2. Air-war targeting lists progress from senior leaders to mid level to junior. There is always a junior leader to replace a senior one. The replacements are most often worse from our perspective than the original targets.
3. Rules of engagement are relaxed to the point that we don't know who we are killing as long as they match a vague signature based on inadequate visual data.
4. The President has no empathy for foreign civilians who are killed.
5. Manned plaforms like A10 are more effective and discriminate in battle.
