Please stop allowing American Cities, mostly in the San Francisco Bay Area, from criminalizing Homelessness

As of late, Homelessness in the nation is on the rise, also being comprised of Veterans. The city of Martinez, CA has just made it illegal to assist the homeless such as giving them money, clothes or blankets. The city of Concord, CA has prohibited homeless people from living on their streets, making it a criminal offense.

This needs to be addressed, not just the criminalization, but the factor in helping homeless people out. Why should they continue to suffer on the streets because of something that happened 3, 5, or even 20 years ago?
We the People ask for the Obama Administration to address homelessness and forbid cities from making it a crime to be homeless.
