Unless H-1B issuance to outsourcing firms is not stopped, bright US students will not enter STEM fields. The H-1B visas (and L1, B1 etc.,) are abused by outsourcing firms by putting a placeholder (the person to whom the visa is issued) and then let this person to manage a team of 30 engineers offshore. Indirectly another 70 jobs are lost in housing, daycare etc., since unemployed engineers cannot afford these. For every H-1B visa issued to outsourcing firms, US loses 100 jobs. Bright US students know their fate and hence don't even enter the STEM fields and instead choose Medicine and Law which cannot be easily outsourced. Having H-1B visas and complaining that bright US students don't enter STEM field is akin to asking drug firms to develop drugs without giving patent protection to drugs.
