Political Action Committees (PACs) and Super PACs were created to help officials by providing financial support during an election campaign. It would make sense that once an official takes office, this money is no longer required because the election is over. I suggest that all PAC and Super PAC funds are to become government revenue at the end of an election. These excess funds will be transferred to the Bureau of the Public Debt with the purpose of reducing the national debt. After the elected official takes office, is in office, or the candidate's official campaign has ended is when the funds are to be transferred. If there is not a national debt, the funds will be added to the governments budget through the Department of the Treasury.
