Update the Animal Welfare Act to
* Set a uniform standard across all U.S. States for animal cruelty and neglect laws.
* Empower USDA inspectors to conduct visits at any commercial dog breeder (pet dealer), regardless of size, issue and enforce criminal charges on animal cruelty and negligence.
* Minimum standards for pets for commercial resale must be reviewed to include the maximum number of 100 owned at any one time by the breeding kennel.
* Prohibit Pet stores existence across the country and allow breeding kennels to sell directly to the Public in the open allowing the public to see and verify the welfare of dogs and cats with no exception.
* Define pet dealer as one who breeds, sells, or adopts more than 20 animals per year.
* Pets must be bred in enclosures free of wiring
