The repercussions for law enforcement in the event of the loss of human life by use of excessive force or negligence is a necessity. If a loss of life should occur, no matter the circumstance, the officer responsible will be suspended without pay indefinitely until a thorough investigation has taken place. Said investigation will be carried out by a third party organization created to determine whether the act was necessary to preserve the life of a citizen or the officer in question. At that point it will be decided if charges will be brought up against the officer. A badge shouldn't be a license to kill.
