as we see in Ferguson New York or any Other cases when police officer loose control of him/her self they start using outrageously excessive force toward that case so it depict the idea that or the officers feel the great power by themselves that no one can indite them or accuse them in the court or they don't have control about their psychological behavior so i insist on establishing a law against using excessive force toward any American citizen in which any Police officer will not empty their rage over poor people !
