Police limit potentially unsafe activity (car ownership) so sale of dangerous devices, like guns, should be licensed

It is the responsibility of the government to police dangerous activity, including limiting and controlling the access to ANY dangerous device (like CAR ownership) so gun ownership should be licensed, and a program initiated to recover and limit the unworldly degree of possession of illegal firearms within the United States. It is Constitutional to control certain rights: the right to vote of criminal prisoners & the right of speech encouraging illegal acts. The amendment was drafted when “arms” were muzzleloading personal rifle. It was not intended to include the gigantic array of assault weapons now available – even the extremely libertarian Rebellion movement of 1776 would likely have seen the danger of not defining what those “arms” would be.
