Policemen, when using their sidearms, should never be allowed to empty the whole clip at any suspect/victim.

I propose a nationwide policy to stop the trigger happy policemen that intimidate communities across our nation.
The police in our communities are "highly-trained professionals." If that is the case, police should be given x amount of magazines. In any case where shots are indeed fired by the police one shouldn't be allowed to fire more than 4 rounds out of each magazine. When a higher authority arrives on the scene of the crime with body camera activated the officer(s) involved in the shooting are subject to immediate count of each magazine in his or her possession. Any officer who fails to abide by the above-said policy shall be immediately arrested, charged with armed criminal action, along with the possibility of Murder 1, Murder 2, Involuntary Manslaughter, or Voluntary Manslaughter.
