Policing professionals should have a license to enforce law issued from an independent licensing and oversight board. Licensing requirements should include adherence to a clear code of conduct in respect to moral aptitude and citizen’s legal rights as well as continuing education courses or training. Continuing education shall include at minimum courses on human behavior/psychology, de-escalation techniques, citizens with special needs, cultural/racial sensitivity, briefings on legal changes and proper law enforcement techniques. The licensing agency shall investigate incidences of alleged policing malpractice with findings released publically. Officers found guilty of continued or egregious violations shall face reprimands up to and including permanent loss of the license to enforce law.
