The people of the United States, by popular majority vote, do hereby amend the US Constitution and corresponding Amendments to limit the number of Congressional Representatives and Senators to one for each State, elected by their respective States to Congress for terms of four years, limited to two consecutive four-year terms, and four four-year terms in total. That Congress must pass a Budget in a timely manner by consensus or compromise without continuing resolution, sequestration, or other means to avoid establishing a Budget or by threatening of a government shut-down. That Congress may not recess until such Budget is established, and that when such occasion Congress may be gridlocked regarding such legislation, that all Congressional salaries and benefits be suspended.
