Popular Vote Callout - Empower the President and Congressional leaders to call out legislation to vote by the people

In this age of technology, we have the means to vote any legislation by national popular vote. The balloting system is already there and the balloting machines are just sitting in storage between elections.

We need a mechanism where the President and/or Congressional leaders can call out any legislation, issue, military action/deployment, and etc. that is deadlocked or contrary to the interest of the general public to resolution by national popular vote.

The normal business of government would continue as usual but this mechanism would be hanging over head as a deterrent from doing anything except representing the people.

If representatives continue to put special interest ahead of the people, then the people should be able to bypass them and vote for themselves.
