The Possibilities of Inter-Galactic and Intra-Galactic Space Travel

A redress to the US Government to to set out the possibilities of inter-galactic and intra-galactic space travel. The elements are based on the US Constitution and the Bill of Rights. The essential aspect of the redress is the possible existence of a Star Trek: the Next Generation (ST: TNG) type vehicle capable of inter-galactic travel.
