I am proposing that DoD and the VA allow all military retirees, regardless of retirement date be able to transfer their benefits to family members.
Currently, only military retirees who retired after 2009, and who are entitled to Post 9/11 GI Bill education benefits can transfer those benefits to family members. Military members who retired before that date and who are eligible to the Post 9/11 education benefits cannot transfer those benefits. I also propose that additional transfer benefits be given to military retirees who have served honorably between 2001-2008.
