Post budgets to help clean up and maintain the Mississippi river and surrounding rivers which are used for trade routes

I believe that the Mississippi river must have more of a budget to aide in the river control of pollution, the mighty Mississippi is a big part of being American and is used by many states for commercial trade, the problem is many river side factories have been opened up furthering the pollution is the river (now I'm no greenie i enjoy having the factories around) but i do not want my back yard playground being polluted as many others feel the same, i believe that the budget should be raised to aide in clean-up efforts not only would that money aide the clean-up but also the many dams, riverlocks and bridges like the RoseMarry swing span bridge which is the only swingspan in America and largest of its kind worldwide. this would also boost the commercial fisheries and commercial trading.
