postpone any Federal wage increase, to INCLUDE Congress, when there is no budget in place. No raise for no work.

There should be no reward for a job not done. It has been more than four years and a budget has still not been passed. There should be no pay increases for anyone working in the Federal system until the budget crisis is resolved, and in the future no increase unless put to a vote of the people.
