Postpone Patent Registration Fees for Inventor's Protection during Initial Fund Raising.

To really simulate the Economy, seeing there are so many bright minds that are out of work, with no financial backing to bring forth their innovations to stimulate the economy, without corporations ready to steal their innovation. Let them come out of their recluse by postponing the registration cost for one or two years and allowing them to register their patent first so that they are at least protected while they look at loosening Government's and Corporation's wallets, to grant them backing, to bring their innovation to market.
This would only cost the Government time(in these slow times) and stimulate Innovators to come forth with brilliant Innovations.
