Senate Minority Leader Harry Reid's (D-NV) office has determined that Comey MAY have violated the Hatch Act - which prohibits employees in the executive branch of the federal government (except certain designated high-level officials), from engaging in some forms of political activity.
His decision to release the letter less than 2 weeks from election day may have been a political strategy designed to sway the vote of the American people. This is prohibited. The letter was vague, just enough to cause damage to the Democratic candidate. A followup letter JUST 2 days before the election cleared the controversy.
