Powers Granted The Fed. Gov.Shall Revert To The States Whenever The Fed. Gov. Is Unable Or Unwilling To Enforce Them.

Any power or authority granted to the federal government shall revert to the states whenever the federal government is unable or unwilling to enforce or exercise such powers and authorities. This would not give the states the right to write and enact their own versions of federal laws but only the right to enforce or exercise such powers and authorities already in existence whenever the federal government is unable or unwilling to do so. An example would be the enforcement of existing federal immigration laws by the states.
