Start a Federal program whose goals are:
1) preferentially hire Native American Indians to manage and operate the National Parks.
2) fund and encourage education for Native American Indians on both contemporary land management and traditional Native American Indian practices of managing the wilderness.
3) create a new division called "Wilderness Conservation" in the Department of Interior with a mission to maintain the wilderness lands and national parks in a more natural state, but compatible to public access.
4) give the new division the power to set fees and rules governing these Federal lands, subject to Executive and Congressional approval
5) phase-in the control of the "Wilderness Conservation" division over 25 years while phasing-out duplicate administration.
