Looking forward to when the wars and conflicts end, and to reduce the chance of additional conflict, the USA shall fund the training of mediators, negotiators, and diplomats among all dislocated populations. Congress shall provide sufficient funding to enable 25% of each dislocated populations to be trained in conflict resolution, deescalation of conflict, mediation, negotiation, and diplomacy. Additionally, Congress shall provide funding to train 5% of each dislocated population in democratic principles and rank-order voting.
